How the GTP operates in Wales and How to apply for the GTP - Roles and Responsibilities

The Trainee
 

Once a school has agreed to support you they will need to contact their regional ITET Centre in order to submit an application. For the 2016/17 academic year the application process will be managed by the ITET Centre working collaboratively with the Regional Consortia. The duties of ITET Centres and employment-based ITET providers is set out in the Employment-based Teacher Training Scheme 2015 (2015 No. 1) and the Priorities and Procedures Statement 2016.

GTP trainees are employees of a school and cannot participate in the programme as students or unpaid volunteers. GTP trainees have the rights and duties of an employee and can only participate in a GTP programme if they have a contract of employment as an unqualified teacher with a school and are paid, as a minimum, a salary set out in the unqualified teachers’ pay scale which starts at approximately £15,817. The School
 
For all secondary and primary applications the school will be acting as the trainee’s employer. The school will be required to complete a GTP application form, discuss with their Regional Consortia and submit it to an employment-based ITET provider. Applications to undertake the GTP can only be made through an ITET Centre. Please note that applications should not be made directly to the Welsh Government.
  
Schools should only approach one ITET Centre, which could be either their local ITET provider or the one with which they have the strongest links.

  
The school will manage the day to day training in conjunction with the employment-based ITET provider who will manage the training process and devise the training plan which will enable a trainee to meet the QTS Standards, and the Regional Consortia where appropriate. At the end of the training programme the ITET Centre will assess the trainee and decide whether the trainee should be recommended for Qualified Teacher Status to the Education Workforce Council (EWC).
 
The school and the ITET Centre, not the trainee, are responsible for carrying out  all of the necessary pre-employment checks relating to the trainee either directly or through the Local Authority.

 
If a trainee’s conduct and performance falls below acceptable standards the school is responsible for terminating the trainee’s employment contract. The school will notify the ITET Centre immediately of any event, such as the illness of a trainee that might prevent the successful completion of a programme.
 
Within a school different staff members within the school and employment-based ITET provider will have different roles in supporting the trainee and the delivery of the training plan. A school mentor will provide daily support whist a more senior staff member will provide periodic oversight to ensure that the trainee and the training programme are on track.
 
Under the terms of the Employment-based Teacher Training Scheme all schools that employ teachers on a GTP training place must pay the trainee a salary and any other costs as set out in the School Teachers’ Pay and Conditions Document and any other employment requirements. Approval for a training programme will be withheld or withdrawn if this requirement is not met. This requirement applies to all training places, whether training grant only or unfunded.

 
The ITET Centre

 
Employment-based ITET providers, through one of the regional ITET Centres will process applications from schools, in liaison with the Regional Consortia they will select which applications to support, finalise the training plan and be involved in the training of successful GTP trainees. They will work with the trainee’s mentor in the school who will provide day to day feedback for the trainee and implement minimum periods of university-led training and second school training as required by the Scheme.

 
The ITET Centre will inform schools and trainees whether their application has been successful and will be supported as soon as practicable following the closure of any deadline for receipt of applications.  After the successful schools have been informed of the outcome, the ITET Centre in conjunction with the school and the Regional Consortia will finalise the detailed training plan.
 
Any training grant that is provided for a GTP programme by the Welsh Government, must be used by the ITET Centre to support the training programme.
 
ITET Centres will recommend a trainee for Qualified Teacher Status to the Education Workforce Council based on their own assessment arrangements. Each ITET Centre will have their own separate appeal procedure for candidates who fail the programme.
 
The ITET Centre will decide in discussion with the employing school if a programme should, for any reason, be terminated early.
 
The Welsh Government
 
From academic year 2013/14 the Welsh Government is responsible for setting out the terms and the statutory requirements of employment-based teacher training delivered under the Graduate Teacher Programme. These are currently set out in the Employment-based Teacher Training Scheme 2015 and issue an annual Policy and Priorities Statement. A copy of this Statement for 2016/17 academic year can be accessed here. The Statement may include the provision of the salary or training grant depending upon the type of programme.
 
The Welsh Government has no powers to move trainees between schools or intervene in the running of the training programmes as that is a matter for the school/employer/Regional Consortia/ITET Centre. The Welsh Government will not find places for trainees on training programmes.  
 
The Welsh Government will make arrangements to pay ITET Centres the salary grant, for onward payment to successful secondary schools with trainees teaching priority subjects, and training grant to support designated training programmes.
 
The QTS Assessment
 

Employment-based ITET providers will use their own assessment arrangements to establish that a trainee has reached the Qualified Teacher Status (QTS) Standards.   
 
If the trainee is successful, the ITET Centre will make a recommendation to the Education Workforce Council that the trainee should become a qualified teacher. QTS is confirmed by the EWC who will send a certificate to the trainee.  No other additional qualification - e.g. a PGCE - is conferred for completing a GTP programme.

The Local Authority
 
The HR team in the local authority will need to carry out all the necessary pre-employment checks – health and CRB checks. They will verify that this has been done on a signed declaration that the school will send to the ITET Centre. It is the responsibility of school officials and the ITET Centre, not the trainee, to ensure these checks are carried out and that the declaration has been received. In a foundation, voluntarily aided, foundation special school the governing body is the employer and in such schools this declaration must be signed by the Chair of Governors.
